TD Bank agreed to pay $97 million in customer refunds and a $25 million fine in a transaction with the Consumer Financial Protection Bureau, which alleges that Cherry Hill, N.J., incorrectly charged overdraft fees for certain ATMs and unique debit card transactions. For enrouted transactions, TD is only responsible for transmitting the transaction to the third-party processor.
